Our partnership with CiOX is part of a nationwide medical records retrieval process for a program administered by the Centers for Medicare and Medicaid Services (CMS) called Risk Adjustment. All health insurance companies - including Oscar - must submit information on the health of our membership to the federal government. Alongside Oscar agents, CiOX collects medical records by fax, phone, and going on site to facilities and hospitals. This outreach is on behalf of thousands of members across all states, and does not affect members’ premiums.

Oscar has a Business Associate Agreement ("BAA") with CiOX Health, which is a contract between a HIPAA-covered entity and HIPAA business associate that ensures that all data is kept strictly confidential in accordance with HIPAA (The Health Insurance Portability and Accountability Act).
